the Lisboa e Vale do Tejo Region &#8211; by the Lisboa Regional Dynamics Monitoring Body (OADRL).<br><br>Its general mission is to respond to specific needs for monitoring, follow-up and evaluating the implementation of public policies in areas of its organic competences, namely in the context of strategic management and regional planning and the management of structural and investment funds.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>History<\/strong><\/h3>\n\n\n\n<p>In 2010, the Lisboa e Vale do Tejo Regional Observatory (ORLVT) was created as a unique monitoring structure, with the objective of promoting the articulated application of the powers attributed to CCDR LVT in the observation of regional dynamics and the implementation and execution plans and programs and to respond to the particular requirements of the Regional Strategy &#8211; Lisboa 2020, the Regional Spatial Planning Plans, the regional nucleus of the Spatial Planning and Urbanism Observatory and the Regional Dynamics Observation Center (CODR), established by the governance model of the National Strategic Reference Framework (NSRF) 2007-2013.<br><br>In 2014, the governance model of Portugal 2020 reinforced and expanded the obligations to follow-up, monitor and evaluate the regional dynamics committed to the CCDRs in their territorial circumscriptions, providing for the constitution of Monitoring Organs for Regional Dynamics and the creation, together with each CCDR, of mission structures to support the exercise of the powers of these bodies.<br><br>The Lisboa Regional Dynamics Monitoring Body (OADRL) was created by RCM n\u00ba 73-B \/ 2014, December 16, with the mission of promoting training and qualifying demand and monitoring regional dynamics and the effects of public policies and the respective instruments of execution, in particular, of operations financed by Operational Programs.<br><br>In turn, the revision of the legal framework of the spatial planning and urban planning policy, completed in 2015, reinforced the general obligations of the CCDRs in the monitoring and evaluation of territorial management instruments, imposing the definition of program execution indicators and territorial plans and deepening monitoring and evaluation obligations.<br><br>In this context, the CCDR LVT operationalised, in 2016, the Lisboa Regional Dynamics Monitoring Body (OADRL), continuing the objectives of the Lisboa e Vale do Tejo Regional Observatory, for follow-up, monitoring and integrated evaluation of policies, strategies, plans and programs, in the fields of its organic competence and in its territorial circumscription, and guaranteeing the exercise of specific competences committed by the governance model of Portugal 2020.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Objectives<\/strong><\/h3>\n\n\n\n<p>Considering the legal framework and the interests and needs of CCDR LVT and of regional institutions and actors in terms of follow-up, monitoring and evaluating regional dynamics and the implementation of public policies and instruments of strategic planning and operational programming in the Lisboa e Vale do Tejo Region, the Lisboa Regional Dynamics Monitoring Body aims to:<br><br>Produce information and reports for monitoring and evaluating regional dynamics and the effects of the implementation and execution of policies, strategies, plans and programs, especially within the scope of the regional strategy, regional spatial planning plans and operational programs;<br><br>Stimulate, participate and monitor strategic planning processes based on territory, namely the regional strategy of smart specialization;<br><br>Promote studies and initiatives for analysis and strategic reflection on economic, social and territorial development at regional and sub-regional level;<br><br>Participate in functional articulation networks, namely those foreseen in Portugal 2020 for the areas of monitoring and evaluation, capacity building and qualification of demand and regional dynamics and support the monitoring of regional dynamics in the social, economic and territorial domains, aiming at monitoring regional strategy, regional spatial planning plans and operational programs, in conjunction with other relevant national, regional and sub-regional information systems.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Competences<\/strong><\/h3>\n\n\n\n<p>Article 60 of Decree-Law 137\/2014 of 12 \/.\u00ba Competencies of the monitoring bodies of the regional dynamics of the continent: 1 &#8211; The CCDRs, as the monitoring bodies of the regional dynamics of the continent, are responsible, within the scope of Portugal 2020:<br><br>a) Coordinate the fulfillment of the management competences entrusted to it under the cohesion policy with other EU policies;<br>b) To stimulate interregional and cross-border cooperation and to ensure the articulation between the services and bodies of the Public Administration and the local authorities and similar entities, contributing to the European integration of the regional space and to the strengthening of its internal and external competitiveness, based on sustainable development strategies at regional and local levels;<br>c) Contribute to the definition of the general bases of the regional development policy, within the scope of the country&#8217;s economic and social development policy;<br>d) To stimulate, participate and monitor the strategic planning processes of territorial base, namely the regional strategies of intelligent specialisation;<br>e) Foster partnerships between regional agents and develop integrated programs aimed at territorial cohesion and competitiveness;<br>f) Guarantee the development, monitoring and evaluation of territorial management instruments and ensure their articulation with the National Program for Spatial Planning Policy (PNPOT);<br>g) To monitor the execution and regional effects of public policies and the respective execution instruments, within the scope of economic, social and territorial development in each region, in particular, of the operations that are the object of financing by the Operational Programmes and by the programming instruments of the EAFRD and the EMFF;<br>h) To develop initiatives for analysis and strategic reflection on the economic, social and territorial development of each territorial constituency, which should count on the participation of representatives, namely, the strategic council for metropolitan development and the strategic council for intermunicipal development, provided for in Law No. 75\/2013 of 12 September.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Intervention Areas<\/strong><\/h3>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>EU and PT Projects<\/strong><\/h4>\n\n\n\n<h5 class=\"wp-block-heading\">Smart Specialization<\/h5>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"https:\/\/s3platform.jrc.ec.europa.eu\/home\" target=\"_blank\" rel=\"noreferrer noopener\">EDP and S3 monitoring systems in EU countries<\/a>&#8211;
